Compared to the seat, the metal surfaces on this old twin don't look too bad off. It'd definitely be a cool little scoot to fix up and putt around on! They should have made the whole seat cover out of whatever the strap is made of...  That one looks like an easy "Clean-Up" restoration for someone. Would be a fun bike to have.
